A refund policy is the first thing a Saudi store publishes that someone else can hold it to, and copying the old shop-sign line about final sales does not make it binding; consumer-protection rules leave a buyer who receives a defective or misdescribed item with a claim no footer can write away. Made-to-order printing changes part of that, though not the part sellers hope: a piece produced after the customer pays never goes back on a shelf, so excluding a change-of-mind return is fair, while the guarantee against defects and wrong prints stays where it was. The same gap runs through commercial registration, VAT registration and invoicing, and the conformity certificate customs wants before a shipment clears, and each of them attaches to the first order rather than the first profit.
